Hawaiʻi Workforce Partners is an H-2B agent and hospitality staffing company based in Honolulu. Our president, Drew Monahan, was raised in the Islands and comes from a family of hotel and hospitality professionals.
We staff hotels on Oʻahu, Maui, Hawaiʻi Island, and Kauaʻi, and we file H-2B cases for Hawaiʻi employers.

WHEN TO START
We are your H-2B agent of record. H-2B has two start dates set by law, October 1 and April 1, so there are two planning windows.
If you start later, the government steps stay the same and your arrival date moves.
HOW IT WORKS
Government processing times change. Use this as a planning model. We confirm your dates when we start.
WHAT WE HANDLE
We are your H-2B agent of record. We prepare and file every government step, run the recruitment the rule requires, and coordinate travel to your door. Your team runs the property. We run the case.
Fit check. We confirm your need qualifies as temporary under the H-2B rule before we file anything.
Prevailing wage request. We file Form ETA-9141 with the National Prevailing Wage Center.
Job order and certification. We file your job order with the State Workforce Agency and Form ETA-9142B with the Department of Labor.
Corrections. If the Department of Labor asks for changes, we answer them.
US recruitment. We run the required US worker recruitment and file the recruitment report.
USCIS petition. We prepare and file the petition when the certification is issued.
Philippines recruitment. Our partner pipeline sources, screens, and prepares candidates for your roles.
Visas and departure. We track the visa interviews, departure clearances, and pre-departure steps.
Travel. We coordinate flights and arrival logistics.
Records. We keep the case file for the three years the rule requires.

What does an H-2B agent do?
An agent prepares and files your H-2B case: the wage request, the job order, the certification application, the required US recruitment, and the USCIS petition. You stay the employer. The agent does the work and is named on the filing.
Do you sign as our agent?
Yes. We file as your agent of record and receive every Department of Labor notice on your case.
How far ahead should we start?
About six months ahead. Start in September or October for April 1 arrivals, and in March or April for October 1 arrivals.
What does it cost?
It depends on the number of workers, the roles, and the locations. We scope it on the first call.
Who handles housing?
Housing stays with the employer. We coordinate travel and arrival.
